  摘要:隨著我國(guo)社會的(de)(de)不斷進步,經濟得到迅速的(de)(de)發展(zhan)(zhan),城(cheng)市化進程也逐漸(jian)(jian)加快。城(cheng)市電(dian)力配(pei)電(dian)網絡(luo)的(de)(de)供電(dian)壓力逐漸(jian)(jian)增加,傳(chuan)統(tong)的(de)(de)發電(dian)技(ji)術已經不再適用于(yu)目(mu)前(qian)城(cheng)市電(dian)力配(pei)電(dian)的(de)(de)發展(zhan)(zhan)現(xian)狀。傳(chuan)統(tong)發電(dian)技(ji)術電(dian)力轉化的(de)(de)效率(lv)比(bi)較(jiao)(jiao)低,對(dui)空氣的(de)(de)污染也比(bi)較(jiao)(jiao)大,不利(li)于(yu)城(cheng)市環境的(de)(de)保護以(yi)及經濟的(de)(de)持續發展(zhan)(zhan)。分布(bu)(bu)式(shi)光(guang)伏發電(dian)作(zuo)為(wei)一(yi)種可(ke)再生能(neng)(neng)源技(ji)術,得到了越來越廣(guang)泛的(de)(de)應用。本(ben)項目(mu)旨(zhi)在利(li)用分布(bu)(bu)式(shi)光(guang)伏發電(dian)技(ji)術,實現(xian)自(zi)發自(zi)用、余電(dian)上網,提高能(neng)(neng)源利(li)用效率(lv),降低能(neng)(neng)源成本(ben),同時減少對(dui)傳(chuan)統(tong)能(neng)(neng)源的(de)(de)依賴,促進可(ke)持續發展(zhan)(zhan)。

  1.概述

  我國擁有豐(feng)富(fu)的(de)清潔(jie)可再(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)資(zi)源(yuan)(yuan)(yuan)儲(chu)量,開(kai)(kai)發利用(yong)可再(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan),為(wei)解決當前化石(shi)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)短缺與環境(jing)(jing)污染(ran)嚴重(zhong)的(de)燃(ran)眉之急提供了有效(xiao)途徑[1]。但是(shi)可再(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)的(de)利用(yong)和(he)(he)開(kai)(kai)發,可再(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)技(ji)術的(de)發展和(he)(he)推廣以及可再(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)資(zi)源(yuan)(yuan)(yuan)對環境(jing)(jing)保(bao)護的(de)正向影(ying)響,卻遠(yuan)遠(yuan)沒有達到理想的(de)水平(ping)。大力開(kai)(kai)發太陽能(neng)(neng)(neng)、風(feng)能(neng)(neng)(neng)等新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)和(he)(he)可再(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)利用(yong)技(ji)術將(jiang)成為(wei)減少環境(jing)(jing)污染(ran)的(de)重(zhong)要措施[2]。

  光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)發(fa)(fa)電(dian)(dian)主要包(bao)括集(ji)中式(shi)(shi)(shi)(shi)(shi)光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)發(fa)(fa)電(dian)(dian)和分(fen)(fen)布式(shi)(shi)(shi)(shi)(shi)光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)發(fa)(fa)電(dian)(dian)兩類(lei)。集(ji)中式(shi)(shi)(shi)(shi)(shi)光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)發(fa)(fa)電(dian)(dian)一般為大(da)(da)型地(di)面(mian)光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)電(dian)(dian)站(zhan);分(fen)(fen)布式(shi)(shi)(shi)(shi)(shi)光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)發(fa)(fa)電(dian)(dian)主要指小(xiao)型分(fen)(fen)散式(shi)(shi)(shi)(shi)(shi)光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)電(dian)(dian)站(zhan),其(qi)應用形式(shi)(shi)(shi)(shi)(shi)主要為屋頂分(fen)(fen)布式(shi)(shi)(shi)(shi)(shi)光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)發(fa)(fa)電(dian)(dian)[3]。集(ji)中式(shi)(shi)(shi)(shi)(shi)光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)電(dian)(dian)站(zhan)的(de)投資大(da)(da)、建設(she)周期長(chang)、占(zhan)地(di)面(mian)積(ji)大(da)(da);而分(fen)(fen)布式(shi)(shi)(shi)(shi)(shi)光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)電(dian)(dian)站(zhan)的(de)投資小(xiao)、建設(she)周期短(duan)、政策支持力度大(da)(da)且選(xuan)址(zhi)自(zi)由等,本(ben)項目采用分(fen)(fen)布式(shi)(shi)(shi)(shi)(shi)光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)發(fa)(fa)電(dian)(dian)的(de)運行方式(shi)(shi)(shi)(shi)(shi),在廠區(qu)的(de)屋頂進(jin)行安裝光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)(fu)發(fa)(fa)電(dian)(dian)設(she)備進(jin)行發(fa)(fa)電(dian)(dian)。

  本(ben)項(xiang)目采(cai)用(yong)光(guang)伏(fu)組(zu)件,總(zong)容量(liang)為(wei)4.03WM,本(ben)項(xiang)目電(dian)量(liang)結算(suan)原則為(wei):自(zi)發自(zi)用(yong),余電(dian)上網。項(xiang)目計劃2024年6月底(di)建(jian)成(cheng)投(tou)產(chan)。本(ben)項(xiang)目二次設計選用(yong)安科(ke)瑞(rui)Acrel-1000DP分(fen)布(bu)式光(guang)伏(fu)監控系統(tong)解決方案,光(guang)伏(fu)監控平臺采(cai)用(yong)在國產(chan)麒麟操作系統(tong)下運行,使(shi)得本(ben)地保護、監控方案更為(wei)穩(wen)定可靠。通過(guo)本(ben)次分(fen)布(bu)式光(guang)伏(fu)的投(tou)建(jian)與實施,為(wei)用(yong)戶提(ti)供了清潔(jie)、可再生的電(dian)力(li)能(neng)源,有助于(yu)減少對傳統(tong)能(neng)源的依賴,降(jiang)低碳排放。

  2.解決方案

  本項目為(wei)屋頂分布式(shi)(shi)光(guang)(guang)伏項目,該項目的(de)(de)(de)(de)容量為(wei)4.03MW,項目采用自(zi)發自(zi)用余電(dian)(dian)上網(wang)(wang)的(de)(de)(de)(de)消納方(fang)式(shi)(shi)。利用原(yuan)有(you)的(de)(de)(de)(de)電(dian)(dian)源(yuan)(yuan)點(dian)作為(wei)光(guang)(guang)伏高(gao)壓(ya)(ya)并(bing)網(wang)(wang)點(dian)并(bing)入(ru)電(dian)(dian)網(wang)(wang)端,并(bing)網(wang)(wang)點(dian)設置光(guang)(guang)伏進(jin)線柜(ju)(ju)柜(ju)(ju),站用變柜(ju)(ju),SVG柜(ju)(ju),PT柜(ju)(ju),計量柜(ju)(ju),出線總柜(ju)(ju),并(bing)網(wang)(wang)柜(ju)(ju)。新增的(de)(de)(de)(de)光(guang)(guang)伏系(xi)統配置自(zi)動化(hua)系(xi)統,實時采集并(bing)網(wang)(wang)信息,信息上傳至(zhi)當地調控中心DMS系(xi)統。光(guang)(guang)伏發電(dian)(dian)逆變器電(dian)(dian)源(yuan)(yuan)電(dian)(dian)壓(ya)(ya)為(wei)1000V,經箱變升(sheng)壓(ya)(ya)變升(sheng)壓(ya)(ya)至(zhi)10kV后(hou),通過(guo)高(gao)壓(ya)(ya)電(dian)(dian)纜接入(ru)新增的(de)(de)(de)(de)10kV光(guang)(guang)伏進(jin)線柜(ju)(ju),通過(guo)并(bing)網(wang)(wang)柜(ju)(ju)并(bing)入(ru)原(yuan)10kV市電(dian)(dian)高(gao)壓(ya)(ya)柜(ju)(ju)。項目采用Acrel-1000DP光(guang)(guang)伏監(jian)(jian)控平(ping)臺(tai)(tai),操作使用了國產麒麟系(xi)統。監(jian)(jian)控平(ping)臺(tai)(tai)具有(you)對全站數據的(de)(de)(de)(de)實時觀測、事故告警提示等功能。

  3.系統結構

  現場設(she)備主(zhu)要(yao)分為三部分,就地(di)高壓柜(ju)、二(er)次(ci)保(bao)(bao)護(hu)(hu)(hu)裝(zhuang)(zhuang)(zhuang)置柜(ju)、箱變(bian)(bian)。就地(di)高壓保(bao)(bao)護(hu)(hu)(hu)裝(zhuang)(zhuang)(zhuang)置根據不同功能安裝(zhuang)(zhuang)(zhuang)在(zai)對應的(de)高壓柜(ju)對電力進(jin)行保(bao)(bao)護(hu)(hu)(hu)。二(er)次(ci)保(bao)(bao)護(hu)(hu)(hu)裝(zhuang)(zhuang)(zhuang)置柜(ju)配備防孤島保(bao)(bao)護(hu)(hu)(hu),公(gong)共(gong)測控(kong)裝(zhuang)(zhuang)(zhuang)置、頻率(lv)電壓緊急控(kong)制(zhi)裝(zhuang)(zhuang)(zhuang)置、電能質量裝(zhuang)(zhuang)(zhuang)置,對時裝(zhuang)(zhuang)(zhuang)置以及采(cai)(cai)集上傳設(she)備,二(er)次(ci)保(bao)(bao)護(hu)(hu)(hu)裝(zhuang)(zhuang)(zhuang)置主(zhu)要(yao)對一次(ci)設(she)備進(jin)行保(bao)(bao)護(hu)(hu)(hu)、廠(chang)站(zhan)內的(de)數據采(cai)(cai)集與調(diao)度上傳。箱變(bian)(bian)安裝(zhuang)(zhuang)(zhuang)有數采(cai)(cai)儀對逆(ni)變(bian)(bian)器的(de)數據進(jin)行采(cai)(cai)集。

  系統可分為(wei)三層結構:即現場設備層、網絡通訊(xun)層、和平臺(tai)管理層。

  現場設備層:箱變微機(ji)保(bao)護、電(dian)能(neng)質量在線(xian)監測裝置(zhi)、頻率(lv)電(dian)壓緊急控制裝置(zhi)、多(duo)功能(neng)儀表、計(ji)量表等裝置(zhi)用于(yu)采集(ji)站(zhan)內配電(dian)柜內電(dian)氣運行參(can)數、開關(guan)狀(zhuang)態等數據,同時在10kv變電(dian)所配置(zhi)直(zhi)流電(dian)源,保(bao)障現場設備良好(hao)的運行環境。

  網(wang)(wang)絡通(tong)訊層:包含安科瑞(rui)智能(neng)網(wang)(wang)關(guan)(guan)。網(wang)(wang)關(guan)(guan)主動(dong)采(cai)集現場設備層設備的(de)數(shu)據,并可(ke)進行規(gui)約轉換,數(shu)據存儲,分散10kV變(bian)電(dian)站通(tong)過數(shu)據采(cai)集箱(內(nei)置(zhi)智能(neng)網(wang)(wang)關(guan)(guan))采(cai)集數(shu)據通(tong)過光纖上傳至(zhi)通(tong)信室分布式光伏監控系統(tong)(tong)統(tong)(tong)平(ping)臺(tai);同時網(wang)(wang)關(guan)(guan)充當遠動(dong)通(tong)信裝置(zhi),將現場設備數(shu)據采(cai)集后(hou)(hou)通(tong)過交換機經(jing)縱向(xiang)加(jia)密數(shu)據加(jia)密后(hou)(hou)上傳調度(du)網(wang)(wang)。

  平臺管理層(ceng):分布式光伏監控系(xi)統平臺、國網(wang)宿遷供電(dian)公司(si)調度(du)控制中心平臺。

  3.1.功能(neng)需(xu)求

  3.1.1.繼電(dian)保(bao)護及安全自動(dong)裝置需求(qiu)

  分布(bu)式(shi)電(dian)(dian)(dian)(dian)(dian)源繼(ji)電(dian)(dian)(dian)(dian)(dian)保(bao)(bao)(bao)護和(he)(he)安全(quan)自動裝(zhuang)置(zhi)(zhi)配置(zhi)(zhi)應符合相關繼(ji)電(dian)(dian)(dian)(dian)(dian)保(bao)(bao)(bao)護技術規程(cheng)(cheng)、運行規程(cheng)(cheng)和(he)(he)反事故(gu)措(cuo)施的規定(ding)(ding),裝(zhuang)置(zhi)(zhi)定(ding)(ding)值應與(yu)電(dian)(dian)(dian)(dian)(dian)網繼(ji)電(dian)(dian)(dian)(dian)(dian)保(bao)(bao)(bao)護和(he)(he)安全(quan)自動裝(zhuang)置(zhi)(zhi)配合整(zheng)定(ding)(ding),防止發生繼(ji)電(dian)(dian)(dian)(dian)(dian)保(bao)(bao)(bao)護和(he)(he)安全(quan)自動裝(zhuang)置(zhi)(zhi)誤動、拒動,確保(bao)(bao)(bao)人(ren)身、設(she)備和(he)(he)電(dian)(dian)(dian)(dian)(dian)網安全(quan)。10kV接入的分布(bu)式(shi)電(dian)(dian)(dian)(dian)(dian)源,保(bao)(bao)(bao)護和(he)(he)安全(quan)自動裝(zhuang)置(zhi)(zhi)配置(zhi)(zhi)還應滿(man)足(zu)《繼(ji)電(dian)(dian)(dian)(dian)(dian)保(bao)(bao)(bao)護和(he)(he)安全(quan)自動裝(zhuang)置(zhi)(zhi)技術規程(cheng)(cheng)》(GB/T14285-2006)。

  1.線路保(bao)護裝置(zhi):光伏電站線路發生短路故障時(shi)(shi),線路保(bao)護能快(kuai)速動作,瞬(shun)時(shi)(shi)跳開相應并網(wang)點斷路器(qi),滿足全線故障時(shi)(shi)快(kuai)速可靠切除(chu)故障的要(yao)求。

  2.電(dian)容器(qi)(qi)保(bao)護裝(zhuang)(zhuang)置(zhi):在高壓(ya)配(pei)電(dian)室10kVSVG柜,裝(zhuang)(zhuang)設1套電(dian)容器(qi)(qi)保(bao)護裝(zhuang)(zhuang)置(zhi),實(shi)現欠電(dian)壓(ya),過電(dian)壓(ya),零序電(dian)壓(ya),不平衡電(dian)壓(ya)保(bao)護,異常緊急控(kong)制功能(neng),跳(tiao)開(kai)電(dian)容器(qi)(qi)斷(duan)路(lu)器(qi)(qi)。

  3.防(fang)孤(gu)(gu)島(dao)保(bao)護(hu)裝(zhuang)置:防(fang)孤(gu)(gu)島(dao)檢測需滿(man)足GB/T19964-2012《光伏發(fa)電(dian)(dian)站接(jie)入電(dian)(dian)力系(xi)統技術規(gui)定》、Q/GDW617-2011《光伏電(dian)(dian)站接(jie)入電(dian)(dian)網(wang)技術規(gui)定》等(deng)規(gui)范(fan)文件的(de)要求(qiu)。分布式(shi)電(dian)(dian)源應具備快(kuai)速監測孤(gu)(gu)島(dao)且立即斷開與電(dian)(dian)網(wang)連接(jie)的(de)能(neng)力,防(fang)孤(gu)(gu)島(dao)保(bao)護(hu)動作時(shi)間(jian)不(bu)大于2S,其防(fang)孤(gu)(gu)島(dao)保(bao)護(hu)應與配(pei)電(dian)(dian)網(wang)側線路(lu)重合(he)(he)閘(zha)和安(an)全自動裝(zhuang)置動作時(shi)間(jian)相配(pei)合(he)(he)。針對電(dian)(dian)網(wang)失壓后分布式(shi)電(dian)(dian)源可能(neng)繼(ji)續(xu)運(yun)行(xing)、且向(xiang)電(dian)(dian)網(wang)線路(lu)送電(dian)(dian)的(de)情況提出。孤(gu)(gu)島(dao)運(yun)行(xing)一方(fang)面危(wei)及(ji)電(dian)(dian)網(wang)線路(lu)維護(hu)人(ren)員和用戶的(de)生命安(an)全,干擾電(dian)(dian)網(wang)的(de)正(zheng)(zheng)常合(he)(he)閘(zha);另一方(fang)面孤(gu)(gu)島(dao)運(yun)行(xing)電(dian)(dian)網(wang)中(zhong)的(de)電(dian)(dian)壓和頻(pin)率不(bu)受(shou)控制,將對配(pei)電(dian)(dian)設備和用戶設備造成損壞。防(fang)孤(gu)(gu)島(dao)裝(zhuang)置應具備線路(lu)故障時(shi),確(que)(que)保(bao)電(dian)(dian)源能(neng)及(ji)時(shi)斷開與電(dian)(dian)網(wang)連接(jie),確(que)(que)保(bao)重合(he)(he)閘(zha)能(neng)正(zheng)(zheng)確(que)(que)動作。

  4.光伏(fu)電站(zhan)內(nei)需具(ju)備直流(liu)電源,供(gong)10kV保(bao)護及測控裝(zhuang)置(zhi),電能(neng)質量在線監測裝(zhuang)置(zhi)等(deng)(deng)設備使用(yong)(yong)。光伏(fu)電站(zhan)內(nei)需配置(zhi)交(jiao)直流(liu)一體化電源,供(gong)關(guan)口電能(neng)表、電能(neng)量終端(duan)服(fu)務器(qi)、交(jiao)換機(ji)等(deng)(deng)設備使用(yong)(yong)。系(xi)統繼電保(bao)護應使用(yong)(yong)專用(yong)(yong)的(de)電流(liu)互(hu)感(gan)(gan)器(qi)和電壓(ya)互(hu)感(gan)(gan)器(qi)的(de)二次繞組,電流(liu)互(hu)感(gan)(gan)器(qi)準確級(ji)宜采(cai)(cai)用(yong)(yong)0.2S、10P級(ji),電壓(ya)互(hu)感(gan)(gan)器(qi)準確級(ji)宜采(cai)(cai)用(yong)(yong)0.2、3P級(ji)。

  5.光(guang)伏電站本體應(ying)具備故(gu)障和異常工作狀(zhuang)態(tai)報(bao)警和保護的功(gong)能。

  6.光伏電站應支持調度機構開展(zhan)"四遙"(遙測、遙信、遙控(kong)、遙調)應用(yong)功能。

  7.恢復(fu)并網(wang)(wang):當光(guang)伏發電(dian)系統(tong)因(yin)電(dian)網(wang)(wang)擾動脫網(wang)(wang)后(hou),在電(dian)網(wang)(wang)電(dian)壓(ya)和頻率(lv)恢復(fu)到正常運行范圍之(zhi)前,光(guang)伏發電(dian)系統(tong)不允許(xu)并網(wang)(wang);在電(dian)網(wang)(wang)電(dian)壓(ya)和頻率(lv)恢復(fu)正常后(hou),通過10kV電(dian)壓(ya)等級并網(wang)(wang)的分布(bu)式電(dian)源(yuan)恢復(fu)并網(wang)(wang)應經過電(dian)網(wang)(wang)調度機構的允許(xu)。

  3.1.2.調度自動化需(xu)求(qiu)

  光伏(fu)(fu)電(dian)站(zhan)應滿(man)足江蘇電(dian)力調(diao)度(du)控(kong)制中心(xin)關于印(yin)發《發電(dian)企業自動化(hua)系統接(jie)(jie)入(ru)配置指導(dao)意見》的通(tong)(tong)知(電(dian)調(diao)〔2018〕40號)有關自動化(hua)規(gui)定(ding):10kv接(jie)(jie)入(ru)的分布式電(dian)源,信息采(cai)集(ji)、控(kong)制調(diao)節等應滿(man)足江蘇電(dian)力調(diao)度(du)控(kong)制中心(xin)關于印(yin)發《光伏(fu)(fu)電(dian)站(zhan)接(jie)(jie)入(ru)電(dian)網技術規(gui)定(ding)》(Q/GDW617-2011)、《光伏(fu)(fu)發電(dian)站(zhan)接(jie)(jie)入(ru)電(dian)力系統技術規(gui)定(ding)》(GB/T19964-2012)要(yao)求。光伏(fu)(fu)電(dian)站(zhan)投(tou)運后,由區(qu)(qu)調(diao)調(diao)度(du),并由區(qu)(qu)級供電(dian)公司(si)對運行進行管理。因此,需建立光伏(fu)(fu)電(dian)站(zhan)至(zhi)區(qu)(qu)調(diao)的調(diao)度(du)通(tong)(tong)信以及運動等信息和數據傳輸(shu)通(tong)(tong)道。

  根據(ju)上(shang)述調(diao)(diao)(diao)度(du)自動(dong)化需求,本(ben)(ben)項(xiang)(xiang)目采(cai)用104有(you)線(xian)、101無線(xian)兩路通(tong)道進(jin)行數(shu)據(ju)數(shu)據(ju)調(diao)(diao)(diao)度(du)上(shang)傳(chuan)。利(li)(li)用安科瑞遠動(dong)網關進(jin)行數(shu)據(ju)的(de)(de)調(diao)(diao)(diao)度(du)上(shang)傳(chuan),通(tong)過(guo)方天裝(zhuang)置與(yu)調(diao)(diao)(diao)度(du)之間(jian)建立的(de)(de)無線(xian)101通(tong)道進(jin)行數(shu)據(ju)101上(shang)傳(chuan);通(tong)過(guo)ONU裝(zhuang)置與(yu)調(diao)(diao)(diao)度(du)之間(jian)建立的(de)(de)有(you)線(xian)104通(tong)道進(jin)行數(shu)據(ju)104上(shang)傳(chuan)。本(ben)(ben)項(xiang)(xiang)目具有(you)AGC控制,通(tong)過(guo)AGC控制裝(zhuang)置采(cai)集數(shu)采(cai)儀數(shu)據(ju),匯總(zong)數(shu)采(cai)儀數(shu)據(ju),利(li)(li)用內(nei)部(bu)邏(luo)輯進(jin)行處理后輸(shu)出(chu)群調(diao)(diao)(diao)群控信(xin)號,群調(diao)(diao)(diao)群控信(xin)號利(li)(li)用網關采(cai)集后上(shang)傳(chuan)到調(diao)(diao)(diao)度(du),調(diao)(diao)(diao)度(du)可以(yi)設(she)置發電功率命(ming)令通(tong)過(guo)網關下發到AGC控制裝(zhuang)置,調(diao)(diao)(diao)節(jie)逆變器的(de)(de)發電功率。

  太陽(yang)(yang)能(neng)光伏(fu)發(fa)電系(xi)統通過光伏(fu)組(zu)件將(jiang)太陽(yang)(yang)能(neng)轉化為直流電位的正弦波(bo)電流,并入電網(wang),在(zai)將(jiang)直流電

  能(neng)經逆(ni)變(bian)轉換為交流(liu)電能(neng)的(de)過程中,可(ke)能(neng)會產生大量諧波(bo)及直流(liu)分(fen)量。

  根據《光伏(fu)電(dian)(dian)(dian)站(zhan)接入(ru)電(dian)(dian)(dian)網(wang)技(ji)術(shu)規(gui)(gui)定(ding)》(Q/GDW617-2011)、江蘇省(sheng)電(dian)(dian)(dian)力公(gong)司《光伏(fu)電(dian)(dian)(dian)站(zhan)接入(ru)系統導則(ze)(2010年版)》及《分布式(shi)電(dian)(dian)(dian)源接入(ru)系統典型設計》(國家電(dian)(dian)(dian)網(wang)公(gong)司)規(gui)(gui)定(ding),為保證對電(dian)(dian)(dian)能質量(liang)(liang)的有效監控,光伏(fu)電(dian)(dian)(dian)站(zhan)側、宿遷市(shi)城區開發投資(zi)有限公(gong)司10kV配電(dian)(dian)(dian)房側配置1套滿(man)足GB/T19862《電(dian)(dian)(dian)能質量(liang)(liang)監測(ce)設備通用要求》的A類(lei)電(dian)(dian)(dian)能質量(liang)(liang)監測(ce)裝置,用于(yu)分布式(shi)光伏(fu)項目的電(dian)(dian)(dian)能質量(liang)(liang)指標的監測(ce)。

  電能質(zhi)量在線監(jian)測數據(ju)需上傳至(zhi)相關主管機(ji)構。

  光伏發(fa)(fa)電(dian)(dian)是我國(guo)重(zhong)要(yao)的(de)(de)(de)(de)(de)戰(zhan)略(lve)性新(xin)興產(chan)業(ye),大力(li)(li)(li)推(tui)(tui)進光伏發(fa)(fa)電(dian)(dian)應用(yong)(yong)對優化能(neng)(neng)(neng)源(yuan)(yuan)(yuan)結構、保障(zhang)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)安全、改善生(sheng)態環境(jing)、轉變城(cheng)鄉(xiang)用(yong)(yong)能(neng)(neng)(neng)方(fang)式(shi)具有(you)(you)重(zhong)大戰(zhan)略(lve)意(yi)義[4]。分布式(shi)光伏發(fa)(fa)電(dian)(dian)應用(yong)(yong)范圍廣,在城(cheng)鄉(xiang)建(jian)筑、工業(ye)、農業(ye)、交通、公(gong)共設施(shi)等(deng)領域(yu)都有(you)(you)廣闊應用(yong)(yong)前景,既(ji)是推(tui)(tui)動(dong)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)生(sheng)產(chan)和消費(fei)革(ge)命的(de)(de)(de)(de)(de)重(zhong)要(yao)力(li)(li)(li)量,也是促(cu)進穩增長調結構促(cu)改革(ge)惠(hui)民(min)生(sheng)的(de)(de)(de)(de)(de)重(zhong)要(yao)舉措。該(gai)項目的(de)(de)(de)(de)(de)實(shi)(shi)施(shi)可(ke)(ke)以有(you)(you)效地推(tui)(tui)動(dong)可(ke)(ke)再生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)的(de)(de)(de)(de)(de)發(fa)(fa)展(zhan),減少對傳統能(neng)(neng)(neng)源(yuan)(yuan)(yuan)的(de)(de)(de)(de)(de)依賴,降低能(neng)(neng)(neng)源(yuan)(yuan)(yuan)消耗和環境(jing)污染(ran)。通過分布式(shi)光伏的(de)(de)(de)(de)(de)應用(yong)(yong),我們(men)成功實(shi)(shi)現(xian)了對太陽能(neng)(neng)(neng)的(de)(de)(de)(de)(de)有(you)(you)效利用(yong)(yong),為(wei)(wei)社會提(ti)供了清潔、可(ke)(ke)持續的(de)(de)(de)(de)(de)電(dian)(dian)力(li)(li)(li)供應。在未來的(de)(de)(de)(de)(de)發(fa)(fa)展(zhan)中,我們(men)將繼續努力(li)(li)(li),為(wei)(wei)推(tui)(tui)動(dong)可(ke)(ke)再生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)的(de)(de)(de)(de)(de)發(fa)(fa)展(zhan)和應用(yong)(yong)做(zuo)出(chu)(chu)更大的(de)(de)(de)(de)(de)貢獻(xian)。同時,我們(men)也將不斷提(ti)高技術水平和管理(li)水平,確(que)保項目的(de)(de)(de)(de)(de)順利實(shi)(shi)施(shi)和運(yun)行,為(wei)(wei)社會和環境(jing)的(de)(de)(de)(de)(de)可(ke)(ke)持續發(fa)(fa)展(zhan)做(zuo)出(chu)(chu)貢獻(xian)。
